The Performance Assessment Framework (PAF) is a monitoring framework that includes specific indicators and benchmarks by which to measure government performance. Progress against these indicators influence the decisions taken by donors regarding commitments for budget support for the following year. Commitments are made 4 weeks after the end of the Joint Review.

The Programme Aid Partners' Performance Assessment Framework (PAPs PAF) is a table of indicators against which donors' performance will be measured. Every year, a report on this performance is produced by an independent consultant that assesses the performance of the PAPs against their PAF. This evaluation forms part of the mutual accountability exercise, by which the performance of the Government and of the group of donors providing general budget support is evaluated against the indicators that the Government and the PAPs jointly adopt.
